Context
Terre des hommes Jordan (Tdh) was established in 2007 in response to the Iraqi refugee crisis. Since then, the Migration program has evolved into responding to various emergencies that have affected the country at different periods in time, including the Syrian refugee crisis. since 2013, Tdh works in the Emirati Jordanian Camp (EJC) responding to CP needs via a comprehensive package of intervention Tdh is one of the few service providers in the camp, which is mostly underserved and disconnected from the general humanitarian response Tdh is planning to expand its services to Azraq Refugee Camp, which faces even more challenging conditions and heightened protection needs (Pending Approvals).
Mission
The Case Manager is responsible for providing child protection case management services in a camp setting, focusing on children at risk, including those exposed to violence, neglect, exploitation or other protection concerns, the role includes conducting comprehensive assessments, developing individualized case plans, and implementing tailored interventions in close coordination with families, service providers, and community actors. The Case Manager ensures all actions are in line with national SOPs, Tdh internal guidelines, and the best interests of the child, with a strong emphasis on child participation and family empowerment.
The Case Manager will also coordinate closely with internal departments and external service providers to ensure timely referrals and access to services, the position requires a strong understanding of child protection principles, and ethical standards including confidentiality and safeguarding.
The Case Manager will work under the technical supervision of the Case Management Supervisor and in close collaboration with multidisciplinary team.

Key Objectives
1. Provide individual case management for children in accordance with all case management steps and related tools and procedures
2. Provide ongoing support to families, foster and alternative care systems
3. Directly communicate effectively with other caseworkers and service providers as part of conducting individual case management
Key Responsibilities
The following are the specific tasks that the Case Manager will be responsible for:
- During the entire case management process, the CM manages cases in line with national SOPs, adheres to standard documentation process and follows best practices guidance, including internal guidance developed by Tdh Jordan.
- Promote the best interests of children in all actions.
- Identify the service providers and continuously update the referral pathway.
- Identify cases through regular contacts and visits in the community and areas of intervention.
- Receive cases referred by other Tdh departments, local partners and agencies as per the Interagency Emergency Standard Operational Procedures for Prevention of and Response to Gender Based Violence and Child Protection in Jordan (SOPs).
- Create an individual file for each case received and file all cases according to organizational practice, using the Child Protection Information Management System (CPIMS).
- Conduct initial assessment using adequate tools (assessment form and best interests’ assessment or BIA). During the interview and field visits, collect quantitative and qualitative information to analyze the situation and needs in order to define the most appropriate responses.
- Prioritize cases according to risk level and based on Tdh vulnerability criteria.
- Design an action plan (care plan), in close collaboration with the family and the children, and any service providers or partners, as appropriate, addressing the needs of the case and get validation of the line supervisor.
- Provide beneficiaries with information about Tdh and other services available for beneficiaries in the area of operation.
- Conduct regular contacts/home visits of the selected beneficiaries to follow up on the agreed work plan and its progress and facilitate the good implementation of the work plan, in accord-ance with Tdh procedures.
- Ensure that progress is regularly reviewed in accordance with Tdh procedures.
- Follow up external referrals to other service providers to ensure timely responses and provision of appropriate support.
- Regularly monitor and support children and families through home visits, providing guidance, advice and emotional support, community mediation and referrals in accordance with Tdh procedures.
- Ensure children receive multidisciplinary support, as identified through assessment of the child’s situation and reflected in the care plan.
- Prepare regular reports on families supported and or referred; update family and individual files according to each case development (action plan and follow-up) in accordance with Tdh procedures.
- Lead the case review meeting with beneficiary and family as required.
- Participate in case conferences, case consultations and other meetings as required relating to case management.
- Participate in capacity building needs assessment.
- Attend training / workshops etc. as identified on capacity building needs assessment, or as requested.
- Participate in supervision meetings with CMS and CP Advisor as required.
- Bring to the attention of CMS and CP Advisor any areas of capacity building or support needed.
- When requested support the implementation of the project activities such as conducting positive parenting sessions.
- Sustain and broaden networks in intervention with any services, stakeholders and authorities necessary to handle CP and GBV case management activities/support in an effective manner jointly with the Case Management Supervisor.
- Network with actors and entities working in GBV and Child Protection related areas in the interest of information sharing and mainstreaming case management best practices.
- Participate and, then relevant, leads capacity building of volunteers and CPCPCs members.
- Monitor the appropriate utilization of Tdh’s facilities and assets of the volunteers under his/her responsibilities.
- Monitor volunteer’s adherence to CP principles, child safeguarding and PSEA.
- Attend the CP working groups and other coordination meetings as requested by line manager.
- Ability to contribute to the preparation of high-quality case management reports and other relevant documentation, and to follow up with the MEAL team when needed to ensure data accuracy, learning, and accountability.
Child Safeguarding Policy – Safety and Security
- Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention, in their day-to-day work.
- Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area.
- Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential.
Skills
- Familiar with the context of refugee children in camp settings, children at risk of violence and especially SGBV.

- Strong verbal and written communication skills to effectively interact with individuals, families, and colleagues, and to document cases clearly.
- Ability to assess complex situations, develop practical solutions, and adapt interventions to meet the needs of individuals and families.
- Effective at managing multiple cases, prioritizing tasks, and adhering to deadlines.
- Work effectively with multidisciplinary teams, including Counsellor, project officer, volunteers, and other professionals, to achieve common goals.

Specific knowledge
The Case Manager must possess strong knowledge of child protection principles, case management frameworks, and the inter-agency guidelines for case management and child protection in humanitarian settings. A solid understanding of psychosocial support, family dynamics, and risk assessment is essential, along with the ability to identify, document, and respond to protection concerns, including violence, abuse, neglect, exploitation, and gender-based violence. The role requires experience in developing case plans, coordinating with multidisciplinary teams and service providers, and ensuring safe referrals. Familiarity with child safeguarding policies, confidentiality protocols, and the Best Interests of the Child principle is critical, especially when working with high-risk profile cases .
Requirements
Training/Qualifications:
- Bachelor’s degree in Social Work, Social Science, Psychology, counselling, or any related fieldexperience
- Demonstrated experience in assessment, case management and counselling skills with children and adults.
- Experience working with children who have protection concerns.
- Experience in or commitment to, working with individuals and families from different backgrounds and/or diverse cultural backgrounds.
- Experience working inside different type of government institution is considered an asset.
- Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.
- At least 2 years of experience in similar position.
Experience
- At least 2 years of experience in similar position.
- On-hands experience in projects addressing protection, CP and SGBV prevention and response.
- Hands-on experience with the CPIMS system for tracking and managing protection cases
Translation
Proficiency in both Arabic and English, with the ability to translate documents and communications as needed.
Computer know-how
Good use for windows programs and MS Office (Word, Excel and PowerPoint).
Objectives
Objectives for the upcoming period should be completed on the Line Supervisor Evaluation Interview Form and in consultation with the functional leaders.
