Responsibilities:
· Under the supervision of the Country Director, he/she leads the development and roll-out of the program strategy for Syria, ensuring alignment with the Country Strategy and Tdh’s areas of expertise.
· He/She leads the technical unit and ensures strategic and technical coherence across Child Protection, MHPSS, Legal/Access to Justice, and MEAL functions.
· He/She ensures program quality assurance across the Syria portfolio, including the application of technical standards, methodologies, accountability principles, and safeguarding requirements.
· He/She promotes evidence-based programming, results-based monitoring, learning, innovation, and adaptation across the program.
· He/She contributes to the development of new interventions by providing programmatic analysis, technical leadership, and evidence for business development and donor engagement.
· He/She develops and fosters strategic programmatic partnerships and supports the localization agenda in Syria.
· He/She supports knowledge sharing, capitalization, and continuous learning within the Country Office and with relevant regional and global teams.
· He/She contributes to securing the required resources for the Country Office by providing technical and programmatic inputs, in coordination with the Country Director, Grants Manager, Senior Program/Operations Manager, and support departments.

Profile :
Education : Master's degree in political science, international development, humanitarian assistance and or other relevant field.
Experience, Skills & Competencies :
· Minimum 5 years of progressively responsible experience in program management, leadership, and design developing and leading integrated and complex program portfolios – preferably experience in Syria or the Middle East.
Proper knowledge and command of the stakes in his/her field of expertise
Meaningful experience in the development of strategic partnerships, identification of funding opportunities, and mobilization of resources
A capacity to work in a matrix organization
A capacity to listen to and motivate his/her colleagues
Ability to work in complex, volatile, and evolving operational environments
· Confirmed experience in program coordination, technical leadership, and program quality in an NGO and/or international organization, preferably in humanitarian and/or development contexts
An excellent capacity of and ease in expressing him/herself in public (conferences, workshops) and adapting to their audiences (governments and local authorities)
A collaborative attitude with colleagues in- and outside the team
Management of time and priorities; meeting deadlines
Enthusiastic, reliable and independent with a strong organizational capacity, decision-making and conflict resolution;
A capacity to identify challenges, foresee risks and inform the management with substantive recommendations
Experience contributing to project proposals, donor reporting, fundraising efforts, and engagement with financial partners
Good knowledge of the project management cycle, MEAL, evidence-based programming, and quality assurance
Excellent interpersonal qualities: integrity, a capacity to judge, diplomacy
Proactive, creative and out-of-the-box thinking
Languages : Fluency in English, Arabic an asset
IT know-how : Usual MS Office tools
Salary :
Applications are welcome from both national and international candidates. The contractual modality and salary package will be established according to the selected candidate's profile and eligibility, and in accordance with either the Tdh Syria local salary grid or the Tdh international compensation framework.
