Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Mother and Child health and Livelihood Programs in Kabul, Balkh, Kunar and Nangarhar provinces
Job Summary:
Under the supervision of the Country Director, she/he ensures the roll-out of the programmes’ strategic objectives in her/his field of expertise at the national level as aligned with Tdh strategy, the delegation’s strategic objectives and plan of action, and as such she/he is the guarantor of the national impact of Terre des Hommes in her/his field of expertise.
She/he is in charge of developing, improving and consolidating the formulation and the implementation of programming across the country.
She/he is in charge of overseeing specialized programmes coordinators/experts and ensuring quality control and sound financial management.
She/he leads the development of new proposals, in coordination with the Grants & Reporting Manager, with a focus on the technical approach and staffing structure and actively contributes to securing the required resources (financial and human) in the delegation with the support services involved.
She/he actively and strategically contributes to the coordination with existing donors and the development of partnerships with new donors.
She/he leads the steering of the programmes by implementing and following up indicators, especially concerning the cross-cutting themes.
She/he develops and fosters innovation in the programmes being implemented or developed in the country.
She/he leads the implementation of the quality assurance and control systems for the projects in the country.
She/he coordinates closely and cooperates with counterparts in MENA Regional office and at HQ to discuss innovations, partnership, and the sharing of knowledge to enhance the quality of the programmes in the country.
She/he is in charge of developing and overseeing the programmes’ strategic partnerships at the Delegation level.
She/he is responsible for and accountable to beneficiaries, collaborators and donors.
She/he ensures close coordination with the Support Services Managers, the Eastern Area Coordinator, the Safety & Security Manager, and the Grants & Reporting Manager to ensure the smooth implementation of programming and addressing issues as they arise in a timely manner.
She/he ensures that programme / projects teams and implementing partners have learned Tdh security policies and the general code of conduct and comply with them at all times.
Duties & Responsibilities
More specifically he/she has the following responsibilities:
Strategy and steering:
Makes recommendations for developing the programmes strategy as part of the country strategy and monitors its implementation in the delegation.
Provides an analysis of issues and stakeholders in the country and identifies the national context.
Contributes to defining and is responsible for the implementation of the country strategy.
Guarantees the proper management of all projects in the Delegation holding monthly meetings to monitor progress and troubleshoot implementation challenges.
Manages the implementation of pilot/cross-cutting/thematic projects.
Coordinates and evaluates the measurement of results in the programmes and recommends adjustments.
Ensures the inclusion of programme indicators in the country’s projects and the gathering and reporting of data.
Analyzes results and recommends corrective measures or decision-making at the Delegation level.
Supervises and provides leadership when needed in the implementation of projects with specialized Program Coordinators/Experts and Project Officers/ Managers at the field level.
Closely coordinates with the Support Service Managers to ensure smooth planning and execution of relevant financial, logistic, procurement and HR tasks to facilitate project’s timely implementation and in line with the delegation’s annual budget and PoA.
Principles, standards, methodologies
Supports the roll-out/dissemination of Tdh principles, approaches, methodologies and standards within the project portfolios in the Delegation
Leads the identification of the programmes and themes key methods of action (products/technical services) and their modeling (evidence based)
Finance:
In coordination with the Grants & Reporting Manager and Finance Manager, she/he identifies the donors and financial apparatuses favorable to her/his program in the country and ensures a presence in the relevant networks.
Ensures optimal financial management of all projects in the delegation in coordination with the departments involved.
Contributes to submitting proposals with the Country Director Finance Manager and the Grants & Reporting Manager and monitors their matching the program’s vision. This entails leading high quality proposal development and finalization process on behalf of Programmes.
Contributes to obtaining funding at the national level (strategic dialogue with national representations of institutional or major donors).
Establishes working budgets for all projects and carries out regular follow-up of its consumption in coordination with the Support Service Managers and the Grants & Reporting Manager.
Insurance and quality control
Leads and monitors the implementation of the quality assurance system for projects in the country.
Technically supports the project teams to ensure the projects’ quality
Controls the quality and alignment of operations in the Delegation
Management and knowledge sharing
Coordinates the production, management and sharing of knowledge (research, capitalization, assessment, etc.) at the national level, ensuring proper accessibility and dissemination of knowledge internally and externally.
Implements the strategy for strengthening skills and thematic capabilities.
Fosters the exchange of practices within the delegation.
Contributes to the drafting of internal activity reports.
Leads the preparation of timely quality reports as per donors requirements.
Advocacy:
Contributes to developing advocacy strategies and campaigns at the national level with his/her field of expertise.
Coordinates the campaign and advocacy activities in her/his field of expertise.
Practices and networks:
Contributes to structuring the trade stream of her/his field of expertise in the country.
Runs and consolidates the programmes’ strategic partnerships in the delegation.
Ensures Tdh representation in the specialist networks and platforms of the country including the relevant clusters.
Leads the implementation of Tdh localization approach, in close coordination with SSC and G&R Manager.
Organizational structures:
Contributes to structuring the trade stream in the country.
Contributes to the dynamics of the Delegation’s programs and works with SSC to ensure complementarity of processes and operations.
Management:
Guarantees the management framework of all projects in the delegation (draws up and follows the budget, human resources in collaboration with the SSC).
Actively participates in recruiting thematic advisers and heads of project in her/his field at the national level.
Supervises technical advisers and support implementation of good practices as part of management complying with the Tdh values.
Ensures that his/her teams and implementing partners have learned Tdh security policies and general code of conduct and comply with them at all times.

Proven experience in developing project proposals and managing subsidies, fund-raising and a good knowledge of financial partners
Proven experience in managing projects including producing / leading the production of donor reporting, internal reporting and evaluation reports
Good knowledge and experience of the project management cycle and M&E
Excellent interpersonal qualities: integrity, a capacity to judge, diplomacy
Proactive, creative and out-of-the-box thinking
Qualifications:
Bachelor degree in related management field/ Master’s Degree is an advantage
Experience:
Minimum 10 years of experience in protection & health program management, preferably in humanitarian or development settings, is essential. Relevant experience in maternal and child health program management is an advantage.
Languages:
Fluent in Pashto and Dari
Proficient in English (both written and oral)
