Background:
The Health & WASH Program Manager (H&WPM) is responsible for the overall management, development, and supervision of Tdh Nepal’s Health and WASH Programs, including project design and fundraising, in alignment with Tdh policies, strategies, plans, and thematic indicators. The H&WPM is also responsible for establishing and maintaining effective linkages with relevant stakeholders, managing partnerships, ensuring timely reporting, donor compliance, and appropriate representation of the organisation. The position ensures the availability and effective utilisation of financial, logistical, and material resources for Health and WASH Programs, as well as the effective implementation of the Monitoring and Evaluation framework across all Health and WASH programs. In addition, the H&WPM leads the development of funding proposals and concept notes to mobilise resources for Tdh Nepal’s Health and WASH portfolio, including Digital Health.
Main Responsibilities
Strategic Management
· Steer strategically the Health & WASH programs in coordination with the Multi-Country Director and Regional Advisors/Managers.
· Lead the definition and proactive implementation of country strategic directions for Health & WASH, using operational strategies, action plans and relevant monitoring and follow-up tools.
· Lead the development and periodic review of institutional strategies, fundraising proposals, strategic country guidelines and policies.
· Contribute to Senior Management Team deliberations and organizational decision-making, providing strategic technical leadership on Health & WASH.
Project Management
· Lead the design and management of projects under his/her thematic responsibility, including budgeting, implementation planning, reporting, steering, quality assurance, partnership management, donor liaison, field visits, advocacy and representation in relevant networks and forums.
· In collaboration with the MCD and relevant teams, assess the evolving needs of target populations to inform program adaptation, new project development and appropriate allocation of resources.
· Develop quarterly strategic action plans with partners and Tdh staff to ensure Health & WASH projects remain aligned with objectives, priorities and expected results.
· Conduct regular partner meetings and field monitoring, providing critical analysis of activities, outcomes, challenges, solutions, adaptations and impact.
· Contribute to institutionalizing CPMS and lead its mainstreaming across Tdh Health & WASH preparedness and response actions.
· Conduct monthly budget-versus-actual analysis and ensure timely adjustments to program spending and resource allocations.
· Ensure compliance with Social Welfare Council (SWC) requirements throughout project development, approval, implementation and reporting; facilitate engagement with relevant government authorities, partnership selection and required local government pre-consent.
Resource Mobilization
· Identify and cultivate strategic funding opportunities and prospective donors for the Health & WASH portfolio, aligned with Tdh Nepal’s strategic priorities.
· Lead the development and timely submission of high-quality concept notes, proposals and budgets in line with donor requirements and Tdh standards.
· Develop and maintain strategic donor relationships and contribute to positioning Tdh for longer-term, diversified and sustainable Health & WASH funding.
Partnership Management
· Lead partner selection, assessment and capacity-strengthening processes, and support Tdh teams in delivering planned and responsive partner capacity development.
· Maintain effective, accountable and professional relationships with project partners and stakeholders, ensuring partners understand and comply with Tdh policies, standards and contractual obligations.
· Address partner concerns and grievances constructively, resolving operational challenges while safeguarding Tdh’s mandate, standards and institutional interests.
Program Coordination
· Establish and maintain strategic networks with UN agencies, bilateral and multilateral donors, foundations, I/NGOs and relevant Government of Nepal entities working in Health & WASH to strengthen Tdh’s positioning, visibility and influence.
· Coordinate with HR, M&E, Capacity Development, Communications, External Relations and other thematic teams to deliver integrated program results.
Human Resource Management
· Supervise and support staff under his/her responsibility through effective performance management, professional guidance, coaching and capacity strengthening.
· Foster effective teamwork and provide leadership on cross-departmental collaboration, coordination and harmonization of approaches.
· Contribute to a positive, inclusive and respectful working environment through proactive dialogue, constructive feedback and collaborative problem-solving.
Monitoring and Evalaution Framework
· Support the M&E team in designing, maintaining and using quality data for program monitoring, reporting, learning and decision-making.
· Lead the development and periodic review of logical frameworks in coordination with the M&E team.
· Ensure sound and relevant needs assessments, project concepts, approaches and proposals are developed in line with Tdh’s Project Cycle Management (PCM) standards and donor requirements, grounded in field realities and beneficiaries’ needs.
Advocacy, Representaiton and Networking
· Support and facilitate advocacy initiatives and strategies on Health & WASH in coordination with thematic advisors, headquarters and relevant partners.
· Represent Tdh with international organisations, inter-agency coordination mechanisms, UN agencies, thematic clusters, Health Working Groups and relevant government and institutional forums.
· Coordinate national partnerships with government agencies, INGOs and national NGOs to advance joint advocacy and policy objectives.
· In emergencies, coordinate with relevant agencies and inter-agency mechanisms for assessment, planning and response, including integration of CPMS into emergency preparedness and response.
Research and Learning
· Ensure management of Tdh Nepal’s thematic needs assessments and relevant research in coordination with the MEAL team.
· Organize regular strategic briefings for the MCD, SMT, Tdh staff and partners on findings, progress and implications of research and assessments.
Reporting and Knowledge Management
· Produce and ensure timely, accurate and reliable program information and reports, maintaining confidentiality of sensitive mission information and securing required validation.
· Ensure effective data collection, analysis and reporting systems to demonstrate achievement of project objectives and meet donor requirements within agreed timelines and formats, in coordination with the Line Manager.
· Share relevant program learning, reports and information with Tdh coordinators to strengthen cross-program coherence and organizational learning.
Safeguarding and Risk Management
· Adhere to and promote the application of Tdh’s Child Safeguarding Policy, Code of Conduct, Security, Whistleblowing, Anti-Fraud and Anti-Corruption Policies and other organizational risk-management standards.
· Ensure safeguarding, PSEA, Do No Harm, accountability and risk mitigation are integrated across Health & WASH program design, implementation, partnerships and field operations
Profile:
Education/Qualifications:
· Master’s degree in public health, development studies or related discipline(s)
Experience
· At least ten years of working experience in managing health projects, especially mother and child health projects.
· Minimum of 5 years of direct experience in Water, Sanitation and Hygiene, particularly WASH in Healthcare facilities (also, WASH school)
· Has been part of the Senior Management Team of the organization.
· Experience of implementing an integrating health and WASH projects.
· Experience and willingness to travel to and work with remote and underprivileged communities.
· Solid Management experience including e.g. team, project partners, government coordination, networking with like-minded organization and advocacy.
· Solid understanding and experience of PCM, project design and a solid understanding of Theory of Change
· Prior experience of working with the diversified team and thematic groups
· Very good report writing and communication skills
Languages
Excellent proficiency in both written and spoken English and Nepali, with the ability to communicate clearly, professionally, and effectively across diverse audiences.
IT Knowledges
Ability to operate Microsoft Office 365 suite: Word, Excel & Power Point, SharePoint.
