Context
Access to Justice (A2J) programming for children in contact with the law—including children in conflict with the law, child victims, and child witnesses is a core programme area for Terre des hommes (Tdh) in Jordan. The programme aims to ensure that children can effectively access child friendly, rights-based, and restorative justice mechanisms throughout their interaction with the justice system.
The project provides specialized A2J interventions for children in conflict with the law, with a particular focus on strengthening and operationalizing a unified application of restorative justice approaches, grounded in Jordan’s domestic juvenile justice laws and regulations from early stages that is aligned with Tdh’s Global A2J Theory of Change.
In parallel, the programme supports the capacity development of justice professionals and relevant service providers to promote child-friendly, restorative, and comprehensive reintegration approaches. This includes strengthening the ability of justice actors to respond to children’s individual needs, address the underlying factors contributing to their contact with the justice system, and facilitate sustainable reintegration and follow-up. Through this approach, Tdh seeks to contribute to a justice system that moves beyond punitive responses and promotes restoration, protection, participation, and reintegration, while ensuring that the specific rights and needs of child victims and witnesses are also adequately addressed.
Mission
The legal advisor is responsible to provide technical legal expertise and leadership in the legal field on Access to Justice Projects and interventions for children and youth in Jordan with the criminal and sharia’a jurisdiction. He/she advises the implementation of all activities linked to the legal and judicial objectives. Among others, he/she ensures Tdh’s representation at Ministry and local level, and before legal and judicial stakeholders as linked with the position’s objectives. He/she will also be in contact with local partners, other NGOs and stakeholders involved in the legal field. He/she technically supports the A2J Programme on legal aspects of the programs and creates/adapt the technical tools on A2J (guidelines, manuals, adapted monitoring tools, etc), to ensures a qualitative implementation of the activities and follow-up up in accordance with Tdh’s tools and standards. He/she will conduct field visits on the locations, institutions and communities where access to justice activities are implemented to provide the needed technical support.

Cross-functional roles and responsibilities
Technical Support on Legal and Juvenile Justice
Provide technical support in the development of programme materials addressing legal and judicial aspects, including guidelines, manuals, monitoring tools, awareness materials, and other relevant resources.
Monitor relevant legal, policy, and judicial developments in Jordan and assess their implications for Tdh’s Access to Justice (A2J) programming.
Provide technical inputs to the revision and development of laws, bylaws, policies, and procedural documents related to juvenile justice and child protection, in coordination with relevant stakeholders.
Identify legal and institutional gaps and needs related to the implementation of juvenile justice policies and legislation, and use findings to inform the strategic orientation of the A2J programme.
Identify, analyse, and share relevant legal developments, research, good practices, and lessons learned.
Legal and Technical Support to Projects
Provide technical advice and support to field teams in the implementation and quality assurance of legal and judicial activities, in line with programme strategies and workplans.
Support the development of A2J concept notes, projects, proposals, and other strategic documents.
Identify the technical and legal capacity-building needs of Tdh staff, partners, and relevant stakeholders, based on programme implementation, assessments, and emerging needs.
Support the development of training curricula and technical materials in line with identified capacity-building priorities.
Facilitate and deliver technical trainings and Training of Trainers (ToT) sessions within the area of expertise.
Provide technical support and participate in workshops, consultations, and other relevant learning and knowledge-sharing events.
Strategy and Policy
Contribute to the development and implementation of A2J intervention strategies in coordination with the programme and management teams and in alignment with Tdh’s A2J Theory of Change.
Provide technical advice to the delegation on legal and judicial aspects of access to justice for children and youth, in alignment with national legislation and international child rights standards.
Lead and support the development of strategic partnerships and collaborations with relevant national, regional, and international justice and child protection actors.
In coordination with the A2J Task Force, committees, and relevant working groups, support the development of national roadmaps and strategies related to juvenile justice, including clear responsibilities, priorities, and implementation timelines.
Contribute to the development of joint awareness-raising and advocacy initiatives aimed at influencing national, regional, and global policies related to child justice and access to justice.
Situation Analysis, Research and Innovation
Design, coordinate, and contribute to situation analyses and research on relevant legal and justice-related topics.
Provide technical inputs to research and assessments within the area of expertise.
Analyse findings, legal developments, good practices, and lessons learned to inform programme design and strategic positioning.
Promote evidence-based approaches and identify opportunities for innovation within A2J programming.
Coordinate with members of the A2J team, other departments within the Jordan delegation, and regional colleagues to ensure coherence and knowledge-sharing.
Contribute to data analysis and provide technical inputs to internal and donor reporting, programme documents, and proposal development.
Reporting
Prepare monthly SitRep and PMP reports using Tdh reporting templates, capturing qualitative and quantitative achievements, challenges, and planned activities.
Ensure reporting tools and required updates are shared with the line manager in a timely manner.
Provide technical inputs to programme and donor reports within the scope of responsibilities.
Child Safeguarding, Safety and Security
Immediately inform the Country Representative, National Safeguarding Focal Point, and/or Head of MENA Region of any allegation, concern, or potential breach of Tdh’s Child Safeguarding Policy (CSP), and follow the applicable reporting and response procedures.
Comply with Tdh’s safety and security procedures and requirements in Jordan.
Partnerships and External Coordination
Represent Tdh with relevant national institutions and stakeholders, including the Ministry of Justice, Ministry of Social Development, Judicial Council, Family Protection and Juvenile Department, academic institutions, and national child and youth organisations.
Ensure regular and structured coordination with relevant legal, judicial, governmental, academic, and civil society stakeholders.
Identify and establish relationships with relevant national and international partners in line with programme priorities.
Maintain and strengthen a network of organisations and institutions working on access to justice, juvenile justice, child protection, and related areas.
Positioning and Advocacy
Support Tdh Jordan’s positioning within national justice and child protection structures and ensure that A2J programming contributes to relevant policy and advocacy discussions.
Contribute to advocacy strategies, campaigns, policy dialogue, and awareness-raising initiatives at national and community levels.
Identify opportunities to strengthen Tdh’s technical positioning and visibility on child-centred and restorative justice approaches.
Innovation and Learning
Foster and support the development and integration of innovative approaches within A2J programming.
Document and disseminate promising practices, lessons learned, and evidence generated through programme implementation to strengthen continuous learning and programme quality.

Requirements
Experiment
· Mandatory university degree in law
· Accredited lawyer from the Jordanian Bar Association
· At least 3 years’ experience in the field of legal protection/justice for children in Jordan.
Translation
Proficiency in both Arabic and English, with the ability to translate documents and communications as needed.
Computer know-how
Advanced skills in MS Office, data management software (e.g., Excel, SPSS), project management tools, and data visualization platforms and facilitation skills will be an added.
Objectives
Objectives for the upcoming period should be completed on the Line Supervisor Evaluation Interview Form and in consultation with the functional leaders.
