Overview:
This position will work under the management of the Education Senior Project Officer and undertake project activities in close collaboration with stakeholders, community CSO/CBO and its project staff in six townships (Taungoo, Htantabin, Yedashe, Phyu, Oktwin and Pyay) in Bago Region. He/she will be responsible for the quality of field-level implementation of the alternative learning pathways and initiatives providing the technical and operational support to partner organization and its field project staff in targeted townships. This position holder works closely with and support his/her project team facilitating the operational processes including finance, procurement, logistics, and other functions as needs be. He/she will coordinate with internal project teams, supporting units as well as external actors, and other stakeholders to ensure smooth and efficient programming in the targeted townships.
MAIN RESPONSIBILITIES:
Strategy and Policy
· Assist the Senior Project Officer in planning, implementation, and review of appropriate project strategies.
· Organize and participate in strategic planning meetings at regular intervals.
· Coordinate with other stakeholders and community-based organizations on the implementation of alternative learning pathways and initiatives.
People management/team management
· Accompanies team members throughout the employee lifecycle: ensures their recruitment; contributes to their integration and provides ongoing support and training (learning and development).
· To carry out regular appraisals for staff members who report under this position and provide recommendations to the Senior Project Officer.
Project Cycle Management
· Follow Tdh PCM guidelines for the planning, implementation, monitoring and evaluation under the direction of the Senior Project Officer, Project Manager and Child Protection Coordinator.
· Assist the Senior Project Officer & Project Manager in developing communications strategies targeting communities and other relevant stakeholders for profiling and visibility of the project, and effective outreach.
· Provide technical support to partner organizations to ensure quality implementation of alternative learning pathways and initiatives (LTOLM, ECCD, EXCEL, NFPE) within the definite budget to meet the targets.
· Work in close collaboration with project officers, project assistants, field mobilizers, and communities to systematically assess and identify vulnerable children, and children who needed for assistance to continue primary school education through alternative pathways and initiatives.
· Support Senior Project Officer in managing the grants to be in align with donor and Tdh’s requirements.
· Collaborate closely with Tdh MEAL Officer to develop effective monitoring tools and information system aligned with project design.
· Develop workplans and monitoring & evaluation plans to ensure quality project delivery, aligning with strategic project plans in collaboration with partner organization.
· Assist Senior Project Officer in organizing capacity building trainings and provide on-the-job training and technical support to ensure the quality of performance.
· Support to implement and maintain Community Feedback and Response Mechanism (CFRM), in close coordination with MEAL team to ensure the project remains responsive and accountable to the community it serves
· Undertake the other additional tasks assigned by the Senior Project Officer for the project implementation and community empowerment.
Budget Management
· Prepare monthly expenditure forecast for trip planning, other project activities
· Settle all advances according to procedures and submit them to the Senior Project Officer for necessary checking, verification and approvals.
Administration and Human Resources
· Follow Tdh Policies and Procedures (HR regulations, Procurement Guideline, Logistics Guidelines, Finance and Administration Rules and Regulations) and memos provided by senior management.
· Follow necessary procedures for procurement and services, making sure they are raised on time according to project needs.
· In coordination with other staff members, prepare a weekly vehicle movement plan and submit to the Senior Project Officer and the Logistics team.
· Coordinate with Logistics Manager for matters related to training and events as needs be and requested by the Senior Project Officer on time.
· External Communications and reporting.
· Prepare monthly progress reports and submit to the Senior Project Officer.
· Ensure requests for meetings, training events, and field trips are communicated to the line supervisor and logistics team on time.
· Support the management in the preparation of donor reports and annual reports.
Representation and networking
· Act as official Tdh-L representative to stakeholders for all matters concerning the project in the area of operation.
· Develop partnerships with project partners and other relevant stakeholders to set up and promote the project.
· Prepare and participate in meetings as necessary to improve communication and project implementation.
Programme Development
· Contribute to the development of the program results, key indicators, and advocacy strategy, work plans and annual budget and ensure that work in the specific project is aligned with national program priorities and strategies.
· Assist the management in conceptualizing and/or refining on-site interventions in response to changing local needs and priorities and help document such interventions.

Education :
· Any bachelor's degree, preferably in education, social science, or community development.
Experience / Skills :
· Previous 3 years of professional working experience in an education program and development or a relevant field.
· Sound knowledge and experience in alternative learning pathways and initiatives including Long Term Open Learning, ECCD (Early Learning), NFPE (Non-Formal Primary Education), EXCEL (Extended and Continuous Learning), etc.,
· Experiences and understanding of local context in Bago Region.
· Experience in organizing and conducting training and meetings as per project requirements.
· Experienced participating and assisting in report writing and providing inputs for quality reports.
· Being able to lead community mobilization, facilitation, and field-level coordination with excellent interpersonal and communication skills.
· Being able to go on supervision visits to the implementation sites together with the field staff.
· Strong oral presentation, organizational and negotiation skills.
· Process and outcome-oriented individual who can work independently.
Languages :
· Proficiency in English, Myanmar, and the local language
