Context
According to the Afghanistan Humanitarian Needs and Response Plan released by OCHA for 2026, an estimated 21.9 million people—45 per cent of Afghanistan’s population—will require humanitarian assistance. This level of needs remains among the highest globally in a non-conflict setting. Humanitarian conditions continue to be driven by deep structural vulnerability, worsening food insecurity, and recurrent shocks, including climate-driven drought, large-scale returnee inflows, frequent earthquakes and floods, multiple disease outbreaks, and severe protection risks, especially for women and girls.
Mission
Terre des hommes, founded in 1960, is an independent, neutral and impartial Swiss organisation committed to bringing meaningful and lasting change to the lives of children and youth, especially to those most exposed to risks. We strive to improve their well-being and ensure the effective application of their rights as defined by the Convention on the Rights of the Child and other relevant human rights instruments. Tdh has been providing humanitarian assistance in Afghanistan for over 30 years, since 1995, and currently manages multiple projects in Kabul, Nangarhar, Kunar and Balkh with an outlook for geographic expansion. Our interventions incorporated multi-sectoral programme of protection, health, nutrition, food security and livelihood while maintaining the cross-cutting themes of child protection and WASH. Tdh’s programming approach maintains agility and flexibility to enable it to mobilise a response to emergencies which occur in this dynamic operating environment, including natural disasters and waves of displacement. The Country office is located in Kabul, supported by a coordination office in Jalalabad and several project offices in other provinces.
Tdh programming is context sensitive and guided by humanitarian principles and ‘do no harm’. All staff and beneficiaries are sensitised on prevention of sexual exploitation and abuse (PSEA) and safeguarding.
Key Responsibilities
RECRUITMENT & SELECTION
Collaborate with the Delegation HR Manager and hiring managers to identify staffing needs and develop recruitment plans.
Draft, review, and update job descriptions in coordination with relevant departments.
Prepare and publish job advertisements, ensuring compliance with organizational standards.
Manage the application process, including collecting, screening, and longlisting candidates based on eligibility criteria.
Coordinate shortlisting with hiring managers and technical advisors, ensuring fairness and transparency.
Organize and administer written tests, including scheduling, invigilation, and secure handling of test materials.
Ensure anonymity of test papers before scoring and maintain impartiality throughout the process.
Schedule and facilitate interviews, ensuring panels are properly constituted and evaluation forms are prepared.
Guide interview panels on scoring and competency-based assessment techniques.
Conduct thorough reference checks and background verifications for selected candidates.
Prepare job offers and employment contracts, ensuring alignment with salary scales and organizational policies.
Provide timely updates to candidates and ensure a positive candidate experience throughout the process.
Monitor recruitment timelines and proactively address delays to meet staffing needs.
Generate recruitment reports and metrics (time-to-hire, source of hire, diversity indicators) for HR Manager and senior management.
Contribute to continuous improvement of recruitment processes, tools, and templates.
AUDIT & INTERNAL CONTROL
Ensure recruitment processes adhere to internal control standards and organizational compliance frameworks.
Prepare recruitment documentation for internal and external audits, ensuring accuracy and completeness.
Collaborate with HR Manager to implement corrective actions from audit findings.
Maintain transparent and auditable records for all recruitment steps.
COMPLIANCE & DOCUMENTATION
Ensure all recruitment activities comply with Afghan labor laws, donor requirements, and organizational policies.
Maintain confidentiality and integrity throughout the recruitment process.
Keep recruitment records updated and ready for audits.
Use HR tracking systems and ensure all recruitments are on track.
ONBOARDING
Organize induction sessions for new hires in coordination with line managers.
Ensure smooth integration of new staff into the organization.
Others:
Perform any other tasks as may be requested by the line manager.
Skills
Strong knowledge of recruitment best practices and local labor laws.
Excellent communication and interpersonal skills.
Ability to manage multiple tasks and meet deadlines.
Proficiency in MS Office and HR systems (ATS/HRIS).
High level of integrity and ability to handle confidential information.
Excellent in English and Dari/Pashto is required.
Interpersonal skills
Ability to prioritize: The Senior Recruitment Officer will be handling a high volume of recruitments simultaneously; therefore, the ability to prioritize effectively based on operational and project needs is essential.
Solid planning skills; Proven experience in developing timely and effective recruitment plans and successfully following through on their implementation.
Excellent communication skills: Ability to collaborate effectively with hiring managers across both support and program departments, and to ensure timely follow-up through meetings, recruitment trackers, and other coordination tools for open positions.
Proactivity and initiation: Demonstrated ability and experience in improving recruitment policies, processes, tools, and documentation to ensure high-quality, transparent, and fair recruitment practices in Afghanistan.
Specific knowledge
Over 6 years experience in managing multiple recruitments simultaneously for program and support departments in the humanitarian INGO sector
Experience in hiring managerial and leadership positions
Experience in implementing comprehensive onboarding processes

Requirement:
Education :
Bachelor’s degree in Human Resources Management, Business Administration, or a related field.
Experience / Skills :
Minimum 6 years of experience in recruitment or HR operations in INGOs or international organizations.
Proven experience managing full-cycle recruitment in a high-volume environment.
Languages:
Excellent verbal and written English, in addition to fluency in Pashto and Dari
IT knowledge :
Microsoft Office package
