Context:
Terre des Hommes has been working in Bangladesh since 1974, implementing integrated humanitarian and development programmes across Cox's Bazar, Kurigram, and Dhaka. The country programme focuses on Health, Access to Justice (including social cohesion and conflict resolution), and Migration, supported by cross-cutting expertise in Child Protection and Water, Sanitation and Hygiene (WASH). TdH's interventions address both humanitarian needs and long-term development priorities, with a strong emphasis on resilience, localization, and systems strengthening. Following the large-scale influx of more than 800,000 Rohingya refugees into Bangladesh since August 2017, TdH significantly expanded its humanitarian response in Cox's Bazar to provide integrated and life-saving assistance to Rohingya refugees and vulnerable host communities. The response includes comprehensive interventions in Health, WASH, Child Protection, Mental Health and Psychosocial Support (MHPSS), and Social Cohesion, delivered in close coordination with government authorities, UN agencies, and humanitarian partners.
Building on its extensive humanitarian experience, TdH is advancing an integrated Humanitarian–Development–Peace (HDP) Nexus approach that links emergency response with longer-term recovery and resilience. The organization is committed to strengthening local capacities, generating evidence and learning, promoting localization, and leveraging programme experience to inform policy dialogue, advocacy, and sustainable programme expansion across Bangladesh.
Description of the position:
The Deputy Manager - PoM is responsible for the overall planning, implementation, coordination, and operational management of delegated project delivered through both direct implementation and partnership modalities across Rohingya camps and surrounding host communities under the supervision of the Field Coordinator and in close collaboration with the Child Protection Technical Specialist. The role ensures the effective delivery of integrated Child Protection interventions, including Case Management, Mental Health and Psychosocial Support (MHPSS), and Community-Based Child Protection (CBCP), in line with approved project plans, donor commitments, and organizational priorities.
The Deputy Manager - PoM will provide operational leadership, project oversight, staff supervision, partnership management, budget monitoring, and stakeholder coordination while facilitating the provision of technical guidance by the relevant technical specialists. The position ensures that programme implementation complies with organizational policies, donor requirements, Child Protection Minimum Standards (CPMS), safeguarding principles, humanitarian standards, and accountability commitments, contributing to the timely, high-quality, and accountable achievement of project objectives.
Specific responsibilities:
Area 1: Project Management
Lead the planning, implementation, coordination, and day-to-day management of Child Protection projects in Teknaf (Rohingya camps and host communities) through both direct implementation and partnership modalities.
Oversee implementation of project activities in accordance with approved proposals, work plans, logframes, budgets, donor agreements, and Project Follow-Up Plans to ensure timely achievement of targets and quality standards.
Coordinate and oversee the implementation of Child Protection interventions, including Case Management (CM), Mental Health and Psychosocial Support (MHPSS), structured and non-structured Psychosocial Support (PSS), and Community-Based Child Protection (CBCP).
Support the rollout and quality implementation of structured PSS curricula and ensure Community-Based Child Protection approaches are effectively integrated across CM, MHPSS, and PSS interventions.
Monitor project performance against agreed indicators, identify implementation risks and bottlenecks, and develop corrective action plans to ensure timely delivery.
Inform the Field Coordinator of implementation challenges and recommend practical mitigation measures.
Area 2: Team Leadership and Technical Coordination
Provide day-to-day supervision, coaching, mentoring, and performance management to Child Protection project staffs.
Develop staff work plans, conduct regular supervision meetings, and ensure timely completion of performance appraisals.
Work closely with the Child Protection Technical Specialist to facilitate technical guidance and ensure quality implementation of all Child Protection interventions.
Identify capacity-building needs and coordinate training, coaching, mentoring, and technical learning opportunities for project staff and partners.
Promote teamwork, staff well-being, accountability, gender equality, and safeguarding within the project team.
Area 3: Partnership Management
Lead the management of implementing partners to ensure timely, high-quality, and compliant delivery of project activities.
Organize regular partnership review meetings to monitor implementation progress, budgets, risks, compliance, and agreed action points.
Provide technical and operational support to partner organizations in project implementation, reporting, financial management, procurement, safeguarding, and donor compliance.
Monitor partner performance against approved work plans, budgets, indicators, and partnership agreements.
Ensure partners understand and comply with organizational policies, Child Safeguarding, PSEA, Code of Conduct, and donor requirements.
Identify partner capacity gaps and facilitate institutional strengthening and capacity-building initiatives.
Area 4: Grant, Budget and Compliance Management
Monitor project implementation against approved budgets, work plans, and donor commitments.
Oversee budget utilization, expenditure forecasting, financial monitoring, and efficient use of project resources.
Ensure high-quality and timely submission of donor reports, internal reports, situation reports, and project updates.
Establish clear reporting protocols, responsibilities, and timelines for project staff and implementing partners.
Work closely with Programme, Finance, MEAL, Technical, and fundraising teams to ensure effective grant management and compliance with donor regulations.
Support preparation of project, donor reports, Mid-Year Reports, End-Year Reports, and government approvals, including submissions to the CiC and relevant Government authorities.
Area 5: Monitoring, Evaluation, Accountability and Learning (MEAL)
Coordinate implementation of project monitoring and evaluation plans in collaboration with MEAL and Information Management teams.
Ensure timely collection, verification, analysis, and reporting of project data against agreed indicators.
Ensure project databases are accurate and regularly updated.
Promote Accountability to Affected Populations (AAP) through effective feedback and complaint mechanisms.
Document lessons learned, best practices, and success stories to support programme quality and organizational learning.
Compile activity progress reports into monthly, quarterly, interim or final internal or donor reports both narrative and quantitative;
Compile field information into reporting requests from the sector (5W, SitRep, sector assessments/reports);
Ensure the safe, confidential collection, storage, access and analysis of all CP data both hard copies and electronic;
In particular, support the Case Management Team to effectively and efficiently use the CPIMS+;
Participate in Child Protection and multi-sectoral assessments and contribute to quality assessment reports.
Area 6: Coordination and representation:
Represent TdH at field coordination meetings;
Manage donor, and create linkage, networking, liaison, and functional relations with donors and other stakeholders;
Oversee CiCs Reports and Needs Assessments signing;
Coordinate regular meetings with the project team under Her/His supervision to ensure that administrative/HR/Log challenges are timely addressed, lessons are learned, experiences exchanged and feedback of the beneficiaries is effectively incorporated into camp-level programming;
Support Field Coordinator and Child Protection Coordinator in developing different reports, and coordination and communication with relevant stakeholders;
Area 7: Child Protection/ Safeguarding:
Promote inclusion and equal access for every child, paying particular attention to the most vulnerable and at-risk children and children with disabilities;
Always maintain strict confidentiality regarding information and data sharing of beneficiaries;
Report serious cases of abuse committed against children to the Safeguarding Focal Point; strict confidentiality must be respected;
Follow-up actions in response to CFRM (Complaint and Feedback Response Mechanism) and ensure that corrective measures are taken to improve the delivery and quality of service.
Promote, and ensure project activities are in line with the Child Protection Minimum Standards and humanitarian principles;
Ensure that project activities are well-integrated in the Bangladesh Child Protection System and humanitarian coordination practices and guidelines;
Ensure TdH Global Code of Conduct is respected at all times, cases of abuse are reported through established reporting channels in a timely and confidential manner;
Other:
Provide support to other CP Projects if required;
Provide technical support to develop Project Proposals;

Profile: We are looking for a Deputy Manager with at least 5 years of progressively responsible experience in Child Protection programming, including budget oversight and financial management.
Education: Master’s degree in social sciences/ development studies/ or any other related discipline
Experience and Skills:
Minimum 5 years of progressively responsible experience in Child Protection programming including budget oversight and financial management
At least 2 years in project or team management
Experience implementing Child Protection in Emergencies (CPiE) programmes
Experience managing institutional/philanthropy donor-funded projects
Experience working with implementing partners
Experience managing teams of 5+ staff members
Experience in refugee or humanitarian settings is highly desirable
Excellent Project Cycle Management skills
Excellent staff management, supervision and capacity-building skills
Excellent communication, negotiation and dispute-resolution skills
Excellent analytical and problem-solving skills
Commitment to the values and ethics of Tdh
Languages:
Excellent written and spoken English and Bangla.
Chittagonian and/or Rohingya language is an asset.
Salary: Monthly gross salary of BDT. 91,800/-
