General Responsibilities (Overall purpose)
Terre des hommes Jordan (Tdh) was established in 2007 as an expert child protection organization. Currently it operates two specialized programmes: Migration & Access to Justice for Children, strongly mainstreaming a child protection approach, embedded into gender responsive and child and youth participation and empowerment actions at operational and policy levels.
The MHPSS Specialist is a national expert and a member of the Technical Unit for Tdh Jordan’s Country office. The MHPSS speialist is responsible for supporting the implementation and quality assurance of MHPSS programming across Tdh’s operations. The role focuses on technical development, capacity building, quality control, and integrating MHPSS into broader child protection frameworks, particularly for vulnerable groups such as children in contact with the law, children on the move, and child laborers.
The main tasks of this function are:
- Technical expertise: Support the development of programmatic approaches, models of interventions and tools in the field of child protection and lead on the research components related to CP, Youth Programming and family programming, mainstreaming MHPSS Tdh approach;
- Quality assurance and learning: ensure child protection and MHPSS standards are applied throughout the programme and lead on the capacity building efforts on MHPSS of the country office
- , partners and governmental stakeholders;
- Advocacy and representation: ensure Tdh Jordan plays an active role in the national and local advocacy efforts as well participating in local forums and coordination events with national and international stakeholders as assigned by the CP regional coordinator
Specific Responsibilities
Technical Expertise
- Support the Implementation of MHPSS programming with a focus on technical development and quality assurance through close technical supervision and monitoring of field staff, in collaboration with Project Managers
- Develop, apply and monitor a clear MHPSS capacity building framework that will be applied on a programmatic level, starting from supporting the field teams (of both Tdh and partners) in identifying needs and trending MHPSS concerns, to selecting methodologies and application, through capacity building and coaching approach. The framework should also support the teams in understanding the child development needs and specificities of each group that Tdh works with such as children and youth on the move, child laborers, children in contact with the law along with other concerns.
- Is able to work on the different levels of MHPSS and identify proper interventions according to each level.
- Support the partners and Tdh teams in setting competency framework for the MHPSS field teams such as facilitators, activity officers, psychologists, among others, to ensure the quality of implementation.
- Leads the designing of MHPSS interventions in the Project design phase along with the Capacity Building plan through coaching and continuous learning process.
- Commits to integrating the MHPSS principles into the Child Protection Programming.
- Development of guidelines as per the needs of the field on MHPSS such as localizing the MHPSS programming through capacity building strategy that is community led and relevant.
- Provide written and concise monthly reports to the line manager on all activities undertaken
- Supervise all MHPSS field staff and volunteers assigned to the ongoing project, as well as consultants recruited to support and/or undertake specific MHPSS activities
Quality assurance and learning:
- Provides regular trainings as needed with access to training materials for the teams, and conducting regular monitoring visits to the field for quality check.
- Coaching of the Tdh field teams to ensure their competency to support Tdh partners in applying MHPSS interventions.
- Provide guidance on the work with community-based protection committees, child advisory groups among others, on their work on campaigning or protection related initiatives to ensure that all projects and program implement MHPSS related intervention in line with the expected standards of quality.
- Ensures that Tdh’s MHPSS Operational Guideline is mainstreamed and referenced during the application of MHPSS programs/ activities. This includes training of Tdh and partners teams on the Well- being pillars, resilience-based approach and other fundamentals to ensure better understanding of the communities needs and the ability to define the proper interventions accordingly.
- Supports MEAL in developing indicators measuring tools for the programmatic indicators related to MHPSS, ensures that indicators are relevant to the program’s outcomes.
- Leads the MHPSS related needs assessments and situational analysis, provides clear recommendations based on findings.
- Provide guidance and capacity strengthening on Tdh’s methodologies that includes group activities, positive parenting, family programs, and support group sessions as well as the individual counselling sessions.
- Lead on documenting and archiving of developed tools and material.
- Promote the culture of learning and documentation so that lessons learned, and good practices are documented and shared
- Contribute to donor and internal reporting
Advocacy and Representation
- Represent Tdh in the technical meetings in the implementation area as MHPSS working group and the Child Protection Sub Sector among others
. - Represent Tdh in any CP meeting in the implementation area in consultation with the Project managers
- Conduct regular meetings with relevant service providers and other stakeholders in the area of operation, including NGOs and governmental parties (local directorates of Labour, local directorates of Social Development, Municipality, etc.) to ensure coordination and facilitate collaboration including mutual referrals.
- Promote coordination and integration with other sectors within Tdh
- Work in close collaboration with the Communication officer /specialist to create or assist the creation of relevant communication and advocacy material, case studies, visibility.
Other possible tasks:
- Support in carrying out necessary recruitment process when needed, in collaboration with the with the HR department and the hiring manager
- Support the team in all other tasks as required by his/her manager and the needs of the Country office.
